Rutgers has received a notice of allegations from the NCAA accusing the football program of seven potential violations and charging it with failure to monitor, school president Robert Barchi announced Tuesday.In an open letter posted on Rutgers website, Barchi said the charges stemmed from an 18-month joint investigation between the school and the NCAA that mostly involved former head coach Kyle Flood. One of the allegations involves Flood contacting a professor over the academic status of former defensive back Nadir Barnwell. Flood was suspended for three games last season because of that meddling and was eventually fired.Flood was also charged with failing to promote an atmosphere of compliance in the football program and violating the principles of NCAA head coach responsibility legislation, both Level II NCAA infractions, meaning a significant breach of conduct.Other allegations include improper contact with a recruit in 2014 by a former football assistant; a lack of supervision of the teams host/hostess program from 2011-12 and in 2015 that led to improper contact with recruits; and a failure to follow proper procedures in the drug testing program, including not suspending players or notifying the athletic director after positive tests. With the exception of the improper contact in 2014, these were deemed Level II infractions.The NCAA alleged that between September 2011 and the fall of 2015, former sports medicine director Robert Monaco and Flood allowed 16 players who tested positive for banned substances to continue playing without any disciplinary measures. Monaco also failed to notify the athletic director of several positive tests, the NCAA said, and at least two players were not told that they had tested positive. Monaco did not identify additional positive tests by 18 players as additional violations of the schools drug policy, according to the report.The accused former football assistant is Darrell Wilson, former defensive backs coach who is alleged to have a several-minute conversation in a hallway with a recruit during an impermissible contact period. Wilson later provided false or misleading information to NCAA investigators about the contact, according to the allegations. The contact was deemed Level III (breach of contact) and the latter determined to be Level II.The NCAA alleged that Flood did not demonstrate that he promoted an atmosphere for compliance or monitored his staff within the football program.Barchi said Rutgers is fully cooperating with the NCAA and has already taken many corrective measures, including the suspension and firing of Flood, as well as dismissing the former assistant coach, two hostesses and former athletic director Julie Hermann. Patrick Hobbs took over the athletic department in November 2015.In addition, Barchi said the school instituted a new drug testing policy in August and hired a new chief medical officer to oversee it in 2016.Despite my disappointment over these allegations, I believe we are a stronger university because of our immediate and transparent response to them, Barchi wrote, and you have my word that we will continue to strive for excellence with integrity.Rutgers senior vice president of external affairs Pete McDonough said he doesnt believe the school is considering any further self-imposed penalties at this point.
